In-service Verification – Confirming Safety and Environmentally Critical Elements (SECEs)

In-service Verification offering by TÜV Rheinland would typically cover activities carried out by the Independent Verification Body (IVB) to confirm that the assets’ Safety and Environmentally Critical Elements (SECEs) remain fit for service and are being maintained in a suitable manner to meet the defined Performance Standards (PS).

Our Independent Verification services are intended to ensure that risks are identified and controlled so that the risk is reduced to an acceptable level throughout the life cycle of the installation.

Verification within the United Kingdom considers safety of personnel to be the prime objective and the asset is required to ensure their safety. Verification in other parts of the world include other elements in a verification package to gain added value from their Verification scheme, such as:

  • Risk to Personnel
  • Risk to Environment
  • HSE Risks
  • Risk to Asset
  • Risk to Corporate Reputation

Therefore, verification schemes can vary widely between locations and operators and no two verification schemes will be identical.

The typical steps of a Verification Process

Prepare Safety Case to:
Customer to appoint an IVB:
TÜV Rheinland is appointed by its customers to act as IVB:

• Identify Major Accident Hazards (MAH)

• Identify Safety and Environmentally Critical Elements (SECE)

• Determine measures required to reduce risks to an acceptable level.

• Develop Performance Standard for each SECE

  • Prepare Verification Scheme
  • Prepare Written Schemes of Examination (WSE)
  • Appoint Independent Component Person (ICP)

The main activities forming part of our work include:

  • Verify the adequacy of the organization and the competencies in place for the identification and integrity assurance of SECE.
  • Verify that the identification of SECE is based on consideration of all major accident hazards.
  • Verify the completeness of SECE records, documenting the critical element in the system or equipment, its purpose and its relationship to specific hazards.
  • Verify that all SECE have been identified
  • Verify that the performance standards for SECE are suitable
  • Verify the performance standards for SECE are adequately implemented throughout the Project stages.
  • Ensure the verification process passes on to the Operations Phase using the WSE.
  • Verify that suitable management systems are in place to manage changes and update performance standards.
  • Verify that suitable management systems are in place to report, follow up and close out concerns or non-compliances pertaining to suitability and performance of SECE

New build, Refurbishment, Out of Service Process systems or equipment Verification

New, reworked and refurbished process systems and / or equipment delivered from around the world require verification to meet project and regulatory requirements before they arrive at site for subsequent integration or use on projects.

We provide independent verification to ensure that personnel, procedures, equipment, and products meet the specifications. We do this by applying risk-based methodology contained in several service specifications for various objects, covering some or all of the following activities:

  • Verification of Quality and Safety Management Systems
  • Independent Design Reviews and Verification of equipment and process
  • Applicable design codes and standard
  • Project specifications
  • Underlying safety issues
  • Welding, painting and other fabrication procedures review and operator qualifications
  • Review of calculations for design adequacy of materials, structural strength, piping, fluid flow hydraulics etc.
