However, in compliance with the the European Union Emission Trading Scheme, these annual reports have to be verified before being submitted.

Our specialized, trained staff at TÜV Rheinland first check and verify all the calculations included in your Annual Emission Report. Using special appliances, we inspect both the plant's measurements devices and your data entries. These are then corroborated with the final report publications.

The verification process consists of the following stages:

• The verification team asks the plant manager to fill in the verification questionnaire, with information on plant installation activities and application of the EU-ETS monitoring and reporting plan. Based on this information, the verification manager initiates the risk analysis process, which checks whether the plant's monitoring plan complies with EU-ETS norms.
• During the on-site verification of the annual emission report, the verification team checks if the plant's monitoring plan was applied accurately. This is followed by an audit of all of the calculations, analyses, and assumptions that are used for estimating emissions.
• Finally, the verifier and technical reviewer then audit the findings of the on-site report. Two verification reports are filled in, containing the results of the verification procedure and the verification decision.

The overall service consists of checking the monitoring plan, on-site verification of the plant, GHG emission report checks and completion of the verification reports.

The verification procedure TÜV Rheinland applies full complies with European Decisions 2003/87 and 2007/589, in accordance with national legislation.
