Philippines - Philippine Energy Labeling Program (PELP)

In 2020, the 'Department of Energy (DoE)' has issued 'Department Circular DC 2020-06-0015', implementing 'Republic Act 11285' to mandate:

• Institutionalizing Energy Efficiency And Conservation
• Enhancing The Efficient Use Of Energy
• Granting Incentives To Energy Efficiency And Conservation Projects

The efficient use of energy is regulated by the Philippine Energy Labeling Program (PELP) and describes e.g. specific 'Energy-Consuming Products' (see 'Products in Scope'), Energy Label design, Minimum Energy Performance for Products (MEPP) and monitoring / verification activities by DoE. Specific 'Implementing Guidelines' are available for the dedicated products, explaining the formal and technical prerequisites (e.g. standards) of the program. PELP-procedure in brief:

• Company Registration
• Verification Testing
• Classification of EE Performance Rating
• Product(s) Registration
• Generation of Energy Label (incl. QR-code)

For products already on the market and not meeting the Minimum Energy Performance requirements, a 'Certification of Exemption' has to be applied for.
