TEC Regulatory Testing and Approvals

The Telecommunication Engineering Centre (TEC) and National Centre for Communication Security (NCCS), under the Department of Telecommunications, introduced the Mandatory Testing & Certification Of Telecommunication Equipment (MTCTE) Scheme in 2017. This scheme ensures Telecom and ICT equipment connected to the Indian Telecom network:

  • Do not degrade the existing network's performance.
  • Ensure safety for end-users.
  • Comply with prescribed radio frequency emission standards.
  • Adhere to relevant national and international regulatory standards.

The MTCTE currently covers 200 types of telecom products, with plans to include more in future phases.

The Essential Requirements document prescribes technical requirements for regulated products. The certification process involves registration, product testing at a designated Conformity Assessment Body (CAB), submission of test reports, evaluation by TEC, and issuance of the final certificate.

Scope of TEC

The scope of the TEC (Telecommunication Engineering Centre) certification, specifically under the Mandatory Testing & Certification Of Telecommunication Equipment (MTCTE) Scheme, primarily includes the following aspects:

  1. EMI/EMC (Electromagnetic Interference/Electromagnetic Compatibility): Ensuring that telecom equipment does not emit electromagnetic interference that could disrupt other equipment and complies with the electromagnetic compatibility requirements as prescribed by TEC. Global standards such as EN/IEC/CISPR are referred to in the Essential Requirements (ER).
  2. Wireless/RF (Radio Frequency): Assessing that wireless and RF telecommunications equipment meets the prescribed radio frequency requirements by TEC. This includes testing as per global standards referred to in the ER like those from ETSI, FCC and WPC GSR.
  3. Safety: Verifying that the telecom equipment adheres to safety standards to ensure it is safe for the end-users. This includes testing against global and Indian standards referred to in the ER like those from EN/IEC/IS.
  4. Interface/Technical parameters Requirements: Ensuring that the equipment meets the interface requirements as prescribed by TEC.
  5. Security Requirements: Including cybersecurity aspects, the MTCTE scheme mandates adherence to security requirements as notified by the National Centre for Communication Security (NCCS) for telecom products, which may cover cybersecurity parameters under the ITSAR (Indian Telecom Security Assurance Requirements).

Certification Schemes:

  • General Certification Scheme (GCS): Requires submission of test reports for evaluation against ERs. Certificate issuance takes 4-8 weeks.
  • Simplified Certification Scheme (SCS): Requires a Self-Declaration of Conformity (SDoC) without the need for test reports. Certificate issuance is within fifteen working days.
