Assuring Product Safety for Imports to Singapore

The Singapore S-Mark is a voluntary test mark that confirms the safety of products imported into Singapore. Electronics manufacturers and distributors use the mark to gain a competitive lead, by proving their products are certified for sale in Singapore and that they comply with the test-mark's specifications. The Singapore S-Mark takes conditions at the manufacturer's facilities and plants into account and tests products on the basis of a detailed test plan.

TÜV Rheinland is recognized as a certification body by the Singapore Accreditation Council (SAC) and can provide the testing and certification needed for your product imports to Singapore. Factory Inspection

Annual factory inspection is required for issue of the Singapore S-Mark and are carried out by TÜV Rheinland subsidiaries.

(Exceptions can be made if mutual agreements between TÜV Rheinland Singapore Pte. Ltd. and other certification body exist for recognition of factory inspection reports.)

Singapore S-Mark certification is often based on existing CB test reports, and manufacturers are not always listed with TÜV Rheinland. The factory inspection procedure can take longer than the certification process for the Singapore S-Mark itself.

The following procedure applies:

The prerequisite for a Singapore S-Mark certificate is a CIG023 factory inspection report from an inspection or certification body accredited by an International Accreditation Forum Multilateral Recognition Arrangement (IAF MLA) member or a body assessed and accepted by TÜV Rheinland Singapore. Accreditation or assessment includes the scope of ISO/IEC Guide 65/EN 45011 or ISO 17020. The CIG023 report cannot be older than 9 months.

For subcontracted factory inspections, a certifier from TÜV Rheinland Singapore has to review the factory inspection report and any related documents in addition to reviews conducted by the subcontracted office.

Once TÜV Rheinland Singapore receives a factory inspection report from any affiliate office related to other safety marks, e.g. S Mark, GS, TÜV mark, the TÜV Rheinland Singapore certifier needs to review the FI report in addition to the review from the subcontracted office.

Additional Requirements

According to Singapore safety regulations, specific additional requirements apply to controlled electrical products. The certificate of safety compliance provides statutory control over the safety of the listed controlled electrical products, which are supplied in Singapore. The objective of the certificate is to increase confidence in the safety when using these products.

These regulations apply to all electrical products designed for household use and supplied in Singapore (including those imported and manufactured locally). Under these regulations, all household electrical products have to comply with “essential safety requirements“ to protect users from hazards that can arise when using electrical products. They also cover hazards that can be caused by external influences on the electrical products.

Currently, no EMC requirements apply for Singapore.

Type Approval for Products

The S-Mark certificate basically states that products comply with safety guidelines in any category in Singapore.

According to ISO/IEC Guide 67, the certification system is a type 5 system. The certification process includes type approval of a product and an inspection of the factory's quality management system.

Product type approval is done in line with the framework specified by the CB or SS scheme for test reports issued to laboratories accredited by an ILAC MRA member.
