USA - Vermont Proposes to Ban PFAS in Certain Consumer Products
Vermont introduced a bill (HB 544) on January 3, 2024, prohibiting
- cosmetic and menstrual product containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) and certain chemicals and chemical classes
- textiles containing PFAS
- athletic turf fields containing PFAS
In a longer term, it further proposes to prohibit any product containing PFAS.
Cosmetic or menstrual product shall not contain the following chemicals in any amount:
- ortho-phthalates
- PFAS
- formaldehyde and formaldehyde releasing agent
- methylene glycol
- mercury and mercury compounds
- 1,4-dioxane
- isopropylparaben
- isobutylparaben
- lead and lead compounds
- asbestos
- aluminum salts
- triclosan
- m-phenylenediamine and its salts and
- o-phenylenediamine and its salts
Effective: January 1, 2025
Furthermore, the bill also bans textile or textile article containing intentionally added PFAS in any amount or ≥ 100 ppm, effective on January 1, 2025. The limit would further be lowered to 50 ppm. after 3.5 years, i.e. July 1, 2028.
For athletic turf field, the proposal also bans it from PFAS but it does not apply to those that have been approved before July 1, 2024.
The bill would eventually ban any product containing intentionally added PFAS, effective July 1, 2032. It can be waived if the use of PFAS is determined as unavoidable use.
