USA - Significant New Use Rules on Certain Chemical Substances (24-4.5e)

The Environmental Protection Agency (EPA) is proposing Significant New Use Rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were reported in premanufacture notices (PMNs) and are subject to TSCA Orders.

These rules mandate that anyone intending to manufacture (including import) or process these substances for a use deemed a "significant new use" must notify the EPA at least 90 days prior to beginning the activity.

This notification allows the EPA to evaluate the conditions of the proposed use.

The manufacturing or processing for the significant new use cannot start until the EPA reviews the notification, makes a determination, and takes any necessary action based on that determination.

Final date for comments: May 5, 2025.
