UK - Policy Paper on Fire Safety of Domestic Upholstered Furniture
On January 22, 2025, the UK Office for Product Safety and Standards (OPSS) published a policy paper on the fire safety of domestic upholstered furniture. This paper comments on 6 themes associated with furniture fire safety and sets out the intentions for the implementation of a new regulatory approach.
The amendments in the policy paper include:
- the exclusion of specific baby and children's products from the scope of the furnishing fire regulations with the intention to minimize their exposure to chemical flame retardants (CFRs) - full list of baby and children’s products to be removed from scope of the Furniture and Furnishings (Fire) (Safety) Regulations 1988 (FFRs) can be found in ANNEX A
- the requirement for manufacturers to attach a display label to new products has been removed
- extend the time frame for instituting legal proceedings from 6 – 12 months
Changes to the existing legislation will be made as soon as parliamentary time allows and will take effect six months later. These changes will be communicated with stakeholders and supporting guidance will be published on GOV.UK.
