European Union - Draft Commission Regulation Amending Regulation (EU) 2017/2400 as Regards the Determination of the CO2 Emissions and Fuel Consumption of Medium and Heavy Lorries and Heavy Buses …. Extension to an EU type-approval.

​Commission Regulation (EU) 2017/2400 of December 12, 2017 on the determination of CO2 emissions and fuel consumption of heavy-duty vehicles introduces a common method to objectively compare the performance of heavy-duty vehicles placed on the Union market as regards their CO2 emissions and fuel consumption. It lays down provisions for the certification of components with an impact on CO2 emissions and fuel consumption of heavy-duty vehicles, introduces a simulation tool for the purpose of determining and declaring CO2 emissions and fuel consumption of those vehicles.

The aim of the proposed amendment is to take new technologies into account, such as vehicles running on hydrogen (both fuel cells and internal combustion engines technologies), vehicles propelled by several powertrains operating independently (e.g. electric vehicles with electric machines on different axles) and vehicles capable of recharging while in motion. The proposed amendment also aims to introduce tightened test conditions for the determination of air drag performances, to introduce a new simulation method to determine air drag performances and to improve and clarify various existing provisions where relevant.

At the same time, the proposed amendment aims to amend Regulation (EU) 582/2011 to make the necessary clarifications triggered by the abovementioned changes with regard to the procedure to be followed for the determination of CO2 emissions and fuel consumption values of certain medium lorries.​
