EU - EN 71-3:2019+A1:2021

On April 14, 2021, the European Committee for Standardization CEN published EN 71-3:2019+A1:2021 as a new version of the standard “Safety of toys - Part 3: Migration of certain elements". This standard supersedes the current version EN 71-3:2019.

Changes compared to the previous version

The main reason for the adaptation was the inclusion of the new migration limits for aluminium, which were introduced by COMMISSION DIRECTIVE (EU) 2019/1922 and came into force on May 20, 2021. For this purpose, the new limit values have been added to Table 2 - Migration limits from toy materials and an explanatory note on the legal amendment introduced below. Furthermore, the above-mentioned amending directive has been added to Table ZA.1 - Correspondence between this European Standard and Directive 2009/48/EC, and to the Bibliography as a literature reference [19].

In addition, various editorial additions/revisions have also been made:

For example, the foreword includes now additional information that it has to be determined whether or not a toy is included in the scope of other parts of the EN 71-series. Furthermore, a number of technical reports (CEN/TR) published by CEN are listed.

In the course of the revision, in Annex F - Analytical methods for chromium (VI) at clause F.6.2 a formal adaptation of Formula (F.2.) as well as the associated definitions for V1 (volume of migration solution) and V2 (volume after neutralisation and final dilution) to clause F.4 in the previous version has been done. Indeed this has no practical effect.

 

Timeline for implementation

EN 71-3:2019+A1:2021 shall be given the status of a national standard at the latest by October 31, 2021; conflicting national standards shall be withdrawn by this date.

Germany has published DIN EN 71-3:2021-06 in June 2021. This document replaces DIN EN 71-3:2019-08.

Harmonization (citation in the EU Official Journal as the basis for presumption of conformity with Directive 2009/48/EC on the safety of toys) is assumed to take place with the next edition, which is expected in August 2021. At the end of the transitional period for harmonization (probably in 3-6 months), the standard will be mandatory for presumption of conformity with Directive 2009/48/EC.
