Based on Decision 04/2017/D-TTg from the Vietnamese Prime Minister and Circular 36/2016/TT-BCT from Ministry of Industry and Trade (MoIT), several categories of products such as household appliances, office equipment, industrial equipment and automobiles are subject to Energy Efficiency approval prior to import and placing on the Vietnamese market. In May 2023, various Energy Efficient regulated products by Decision 14/2023/QD-TTg have received a standard update at different implementation dates. Purpose of this Vietnamese Prime Ministers Decision, among others, is the elimination of low-efficiency equipment. Moreover, Decision 14/2023/QD-TTg adds three new product categories to mandatory Energy Efficiency regulation scope from April 1st, 2025 onwards.
The Vietnamese Energy Efficiency standards are based on international standards, while the Energy Efficiency performance levels are prescribed by the MoIT. Testing at laboratories designated by the MOIT is mandatory. To bear the Energy Efficiency label, the products have to meet the minimum energy performance standard (MEPS) prescribed by the MoIT in corresponding Energy Efficiency standards. There are two kinds of Energy Efficiency labels: endorsement energy label and comparative energy label. Endorsement energy label indicates an energy-saving symbol (also known as Viet Energy Star) and demonstrates the product meeting or exceeding the High Energy Performance (HEP) prescribed by the MOIT. The comparative energy label provides consumers with information on the energy performance of the product, helping consumers to choose equipment with low energy consumption.
