To build consumer confidence in products sold in the market and to guarantee the fair trade between the buyer and the seller, the Saudi Standards, Metrology and Quality Organization SASO has implemented the Saudi Product Safety Program "SALEEM". A web-based application “SABER” is employed for the application and certification process. Suppliers should apply for conformity certification through the SABER system for both products and shipments.

Under this program, SASO has issued Technical Regulations (TRs) for Regulated Products based on their nature, application, safety and performance aspects, which include risks to consumers and the environment.

Accordingly, products are classified as Low, Medium or High Risk Products. Besides technical requirements and applicable standards, the TRs stipulate Conformity Assessment Procedures per risk classification.

TÜV Rheinland is a certification body accredited for the Saudi SALEEM Scheme and authorized to issue the required Product and Shipment ‘Certificates of Conformity’ (CoC) or ‘Saudi

Quality Mark’ (SQM). With our support, you can ensure your products conform to the SASO regulations and be assured of a smooth customs clearance process.

Under the Saudi Saleem Scheme, products to be imported shall undergo conformity assessment in the country of Export and Product and Shipment ‘Certificates of Conformity’ (PCoC and SCoC) or ‘Saudi Quality Mark’ (SQM) are issued demonstrating that the products meet the applicable standards and regulations.

The three CAPs (Conformity Assessment Procedures) under SALEEM Scheme:

One of the following three Conformity Assessment Procedures (CAP) is defined in the applicable Technical Regulation:

  • Type 1a (Type test / ‘Attestation of Conformity’ applies only to tested samples)
  • Type 3 (Type test / Periodic testing of products from the point of production / Periodic assessment of the production process)
  • Type 5 – refer to the "Saudi Quality Mark" (SQM) scheme

Regulated products under high risk:

High Risk Products (Type 5 / Saudi Quality Mark), example:

  • Cement and concrete, tiles, iron plate, steel bars
  • Electrical extension cords, cables
  • Liquefied petroleum gas appliances and accessories

In order to initiate the process, the following documents are submitted by the applicant:

  • Product HS Code
  • Trademark
  • Product Name and Model / Type Number
  • Manufacturer name and Country of Origin

SASO iec recognition certificate (sirc)

For a wide range of electrical products, current CB test reports and CB certificates as issued by global IECEE approved labs and certification bodies respectively must receive formal recognition by SASO. The related SIRC scheme has been implemented in 2018, with mobile phones, - chargers and – accessories as the first products in scope. Consecutively, further product categories like TV

Sets, Dishwashers, lighting products or photovoltaic (PV) system have been included in the SIRC-scheme over the recent years.

Coffee makers and water kettles, for instance, were added to the scope in September 2021. ‘SASO IEC Recognition Certificates’ are valid for one year.

TÜV Rheinland operates IECEE accredited ‘National Certification Bodies’ (NCBs) and ‘Certification Body Testing Laboratories’ (CBTLs) around the world. For most SIRC-regulated products, we may issue CB test report and CB certificate. Due to our strong local presence in Saudi Arabia, we are furthermore able to handle your SIRC application smoothly.

SASO energy efficiency for household appliances

SASO has implemented an energy efficiency label and minimum energy performance standards for appliances with a comparably high energy consumption. Efficiency labels provide consumers with a means to compare products according to their efficiency in energy consumption.

  • Large and household air-conditioners
  • Household refrigerators, refrigerator-freezers & freezers
  • Household washing machines, dishwashers and dryers
  • Integrated Luminaires, control gears and lamps

SASO technical regulation for waterrationalization tools

SASO has launched a ‘Technical Regulation for Water Rationalization Tools’, covering ‘Sanitary products and tools that control the flow (rinse) of water and direct it’.

SASO grants the ‘Certificate of water rationalization’ for products that fulfill the conformity assessment procedures by compliance with the technical regulation and relevant standards. Upon receipt of the ‘Certificate of water rationalization’, the Water Efficiency Label (WEL) may be applied for at SASO. TÜV Rheinland may handle the application process and provide the ‘Water Efficiency Label’.

Regulated Products:

  • Faucet (Taps): Water mixers (public/private/kitchen), shower heads, hand spray / Flusher tap
  • Toilets: Western style, Western toilet and Eastern water tanks, toilets with dual / single flush system
  • Urinal flush system, flush boxes, water flush regulators
