The Chinese TSG safety technology regulations require supervision inspection work for equipment manufacturing, installation, alteration and significant repairing. Manufacturers of pressure vessels, boilers, safety equipment (such as safety valves and rupture disks) and gas cylinders who are looking to sell their products in China are subject to a safety approval scheme for so-called 'Special Equipment'.
The scheme is operated by the Chinese 'Special Equipment Licensing Office (SELO)', and concludes with the 'China Manufacture license (CML)', as issued by the 'State Administration for Market Regulation (SAMR). CML is also known as the SELO license or China stamp.
A key module of the CML approval scheme is an audit of the manufacturer resources and capability required for the manufacturing of its products. The audit should include, for instance, the production site and inspection and test equipment as well as the suitable and appropriate human resources. Depending on the equipment, type tests or design approvals will be performed as a part of the audit. The 'China Special Equipment Inspection and Research Institute (CSEI)' organizes the audit team, prepares the audit schedule, carries out the audit and drafts the audit report.
