Administrative measures for the restriction of use of hazardous substances in electrical and electronic products (EEP) are in force in China by two phases since 2016. In the first phase, product are to be labelled with an ‘Environment-Friendly Use Period’ and an indication of hazardous substances. In the second phase, a first batch of 12 products (see ‘Scope’) are additionally stipulated to comply with requirements specified in the standard GB/T 26572-2011 (Regulated Substances) from November 1st, 2019, on. The respective conformity assessment offers two optional routes that manufacturers may choose from: • Voluntary certification with certification mark, involving accredited laboratories and recognized certification bodies • Self-declaration with declaration mark, by the local Chinese manufacturer or an entrusted representative with testing performed by either the manufacturer laboratory or a third-party independent testing facility.
