Morocco Verification of Conformity (VOC) Program

Comply with MCI regulations and export to Morocco smoothly

The Moroccan Ministry of Industry and Commerce (MCI) has established a Verification of Conformity (VoC) program to ensure that imported products into Morocco comply with the national regulations for product quality and safety. This program became effective starting from February 1st, 2020, and TÜV Rheinland is an authorized conformity assessment body.

When considering importing into Morocco, it's important to note that there are two specific lists of regulated products. One defined the scope for CoC issuance in the country of export and the other determines what products are subject to Destination Inspection. For both lists the following applies: Products have to comply to the local NM-standards, which are partially harmonized with ISO- or EN-standards.

The decisive factor whether a product falls under the assessment of “Country of export” or “Destination Inspection” depends on the declared Moroccan HS code and the applicability of the Moroccan compulsory norms:

Conformity assessment in the Country of Export vs Destination Inspection

Country of Export

If your product falls under this requirement, TÜV Rheinland will conduct the test report review / testing, inspection and issuance of a CoC. This CoC will then need to be uploaded onto the Ministry website. A final CoC validation will be conducted, when the consignment reaches Moroccan customs – see step 6 in below flowchart.

In order to start the CoC process at the country of export, the following documents should be submitted:

  • Complete and signed TÜV Rheinland application form
  • Conformity documentation and/or test reports
  • Invoice
  • Packing List

Destination Inspection

If your product falls under this requirement, the relevant documentation will need to be uploaded onto the Ministry website prior to import. TÜV Rheinland will conduct one of the conformity levels (depending on MCI guidelines). Once the assessment has been carried out, its results will be recorded on the Ministry’s system and if satisfactory, the shipment will be released.

In order to start the Destination Inspection process, the following documents are required:

  • Import application number (DUM)
  • Invoice
  • Packing List

By obtaining TÜV Rheinland's certification, importers have access to the Moroccan market and can avoid potential customs delays. The certification also reduces the risk of significant potential losses due to the import of non-compliant products that would be prohibited for release to consumers. Importers have the option to choose from three different certification routes, depending on the nature and frequency of imports.
