Expert Interview - Uganda PVoC Scheme

Can you introduce yourself and tell us a bit about TÜV Rheinland?

Valerie Wagner: Certainly, my name is Valerie Wagner and I am the Head of New Markets & Global Projects and Uganda Program Manager for Government Inspections and International Trade at TÜV Rheinland. TÜV Rheinland is a leading provider of Testing, Inspections, Certification, Consulting and Training services worldwide with over 20,000 experts in more than 65 countries. Our focus lies on Consignment Based Conformity Assessment (CBCA) services in Uganda, commonly known as PVoC (Pre-Export Verification of Conformity) services.

Can you explain what Uganda PVoC Scheme services entail?

The Uganda National Bureau of Standards (UNBS) implemented the PVoC program to ensure that products being imported into Uganda meet the required quality and safety standards. As authorized body for the scheme, we receive the application for CoC requests from the exporters or sometimes importers, conduct an evaluation on the conformity documents, execute testing where necessary, do consignment inspections in the country of export and if all is in order issue the certificate of conformity (CoC). Our goal is to protect consumers in Uganda and ensure that imported products are safe and fit for purpose.

What are some of the benefits of using PVoC services?

There are several benefits to using PVoC services. First and foremost, it helps importers avoid costly delays and potential fines. If a consignment is found to be missing a Certificate of Conformity, the shipment is held at customs until the then applicable Destination Inspection is conducted. This can be a time-consuming and expensive process, considering demurrage charges, UNBS fines and additional DI charges. Lastly, if products are found non-compliant during the DI activities, they are destined to destruction or expected to be re-exported to the country of export.

By using PVoC services, importers can ensure that their products meet the necessary requirements before they arrive in Uganda.

Second, PVoC services help the Ugandan government protect consumers by ensuring imported products meet safety and quality standards. This is especially important for products like food, textiles, and electrical equipment that may harm public health or safety.

Finally, PVoC services can help to level the playing field for local producers in Uganda who comply to the national regulatory framework. To avoid unjustified competition gets way to import substandard goods into the market, the CoC requirements help.

Can you walk us through the process of using PVoC services?

The process of using PVoC services is relatively straightforward. The exporter or importer will submit an application for a Certificate of Conformity (CoC) to TÜV Rheinland. We will then conduct an initial review of all submitted documents as to guide the applicant if additional testing in an accredited laboratory might be necessary.

TÜV Rheinland has more than 200 accredited laboratories worldwide and additionally a vast network of accredited partner laboratories to respond to the needs of the applicant.

After the initial analysis, a more technical review is conducted on the submitted test reports and conformity documents.

A consignment inspection is normally the third step in the process, where the products declared in the CoC application are reconfirmed against the invoice/packing list and a visual evaluation is conducted on the conformity of the labels, alongside an overall check on the visual condition of the products. In case the consignment is found compliant, we will issue a CoC.

In case of identified non-compliances, we will provide a summary that addresses the needs for action and the applicant has then an opportunity to rectify those gaps, before re-evaluation takes place.

How does TÜV Rheinland ensure the impartiality and integrity of its PVoC services?

TÜV Rheinland takes impartiality and integrity of its PVoC services very seriously. We have established policies and procedures guiding the way for our services to be conducted with its highest level of objectivity. Our dedicated compliance team oversees the operations and ensures that we adhere to international standards and best practices.

In addition, we are authorized by Uganda National Bureau of Standards (UNBS). This authorization is subject to regular surveillance by UNBS, as well.

Can you explain the difference between submitting a CoC request via the Uganda Electronic Single Window (UESW) and submitting it via TÜV Rheinland's CompassGO platform?

The Uganda Electronic Single Window (UESW) is a portal used for CoC requests from specific countries, namely China, India, and UAE. The UESW allows for a streamlined submission process, and the CoC request is automatically sent to TÜV Rheinland once the applicant selects our company as the service provider.

On the other hand, CompassGO is TÜV Rheinland's online platform for requesting and managing Certificates of Conformity for all other countries. It provides a convenient way for applicants to submit and manage CoC requests, track the status of their requests, and receive their CoCs once they are issued.

Our defined processes and systems that are backed-up up by regular trainings of our teams ensure that communication is clear, consistent, and timely. We are reachable via various means to adapt to communication needs of our customers, e.g. wechat, whatsapp, CompassGo – our online portal for CoC request self-management and of course viea the more traditional means of email, phone and office visits.
